Superseded by a focused split of this work: DataFusion #22829 (arrow-rs-independent: `memory_size` cache + coercion early-return) and #22830 (draft: per-file `ArrowReaderMetadata` cache), on top of the arrow-rs primitives in apache/arrow-rs#9882.
