## Which issue does this PR close? - Part of #19241. - Stacked on #23013. - Extracted from #19390. ## Rationale for this change This is one draft PR in the `IN LIST` optimization stack. It reuses commit `5013c4643` verbatim so the existing stack can be reviewed one step at a time. For small primitive `IN` lists, a direct unrolled comparison chain can be cheaper than building or probing a hash table. ## What changes are included in this PR? - Adds a const-generic branchless primitive filter. - Adds strategy selection for small 4-byte, 8-byte, and 16-byte primitive lists. - Extends reinterpretation support so compatible types can use the branchless path. ## Are these changes tested?
