## Which issue does this PR close? - Part of #19241. - Stacked on #23017. - Extracted from #19390. ## Rationale for this change This is one draft PR in the `IN LIST` optimization stack. It reuses commit `1448c718b` verbatim so the existing stack can be reviewed one step at a time. Supported `FixedSizeBinary` widths have layouts that can reuse the primitive fast paths through zero-copy reinterpretation. ## What changes are included in this PR? - Routes `FixedSizeBinary(1)`, `(2)`, `(4)`, `(8)`, and `(16)` through compatible primitive fast paths. - Extends reinterpretation logic for fixed-size binary arrays. - Keeps unsupported widths on the generic fallback path. ## Are these changes tested?
