I can take a look at this. My first plan would be to add a small overlapping-StackGuard regression test that demonstrates one guard restoring the process-global minimum below another active guard, then make StackGuard restore behavior safe for concurrent/nested guards without changing the public SQL planning/unparsing APIs.
