### What is the problem the feature request solves? This EPIC tracks promoting Comet from a sub-project of Apache DataFusion to a new top level Apache project, Apache Comet. The discussion in #5184 was positive, and the name "Apache Comet" was approved in [PODLINGNAMESEARCH-255](https://issues.apache.org/jira/browse/PODLINGNAMESEARCH-255) (#5291). We paused until after the 1.1.0 release, which shipped on 2026-10-06. We plan to follow the process DataFusion used when it graduated from Apache Arrow in 2024: 1. Discuss publicly: [apache/datafusion#6475](https://github.com/apache/datafusion/discussions/6475) 2. Draft a proposal and board resolution, and discuss them on the parent project's dev list: [proposal](https://lists.apache.org/thread/c150t1s1x0kcb3r03cjyx31kqs5oc341), [initial PMC](https://lists.apache.org/thread/pymrzcdw4qdptvby85f69rg3pcckl15b), and [repositories](https://lists.apache.org/thread/ob3n0d9ky0bgrryl3xn39w9k566bq00q) threads 3.
