Review Comment:
Good catch, thanks. Fixed in e14204004: `maven-bootstrap` now computes the
cache path as `${MAVEN_USER_HOME:-$HOME/.m2}/wrapper/dists`, the same
expression `mvnw` uses, instead of asking the JVM for `user.home`. Verified
locally that a fresh `./mvnw -B --version` with a scratch `MAVEN_USER_HOME`
installs under exactly the directory the action reports.
