## Which issue does this PR close? Split out of #32 so the license check can land independently of the release tooling. ## Rationale for this change ASF releases must not contain files without approved license headers. Running Apache RAT in CI catches missing headers when they are introduced instead of at release time. ## What changes are included in this PR? - Add `dev/release/run-rat.sh`, which downloads a checksum-verified RAT jar, audits a directory or tarball, and filters the report through `check-rat-report.py` and `rat_exclude_files.txt`. - Add a `rat` job to CI that audits a `git archive` of `HEAD`, so it covers exactly what a source tarball contains, including hidden files. - Add the missing license headers that the check found on `main`: `.gitattributes`, the `test_utils` module, the pushdown integration tests, and the taxi fixture README. - Exclude `*.parquet` fixtures (stored in Git LFS) from the audit. - Ignore the RAT jar and reports in `.gitignore`. When #32 is rebased on this, the RAT files in it will drop out of its diff. ## How are these changes tested? Ran `dev/release/run-rat.sh` against a `git archive` of this branch; it reports `No unapproved licenses`. The same run on `main` reported 16 unapproved files. The new CI job exercises the same path. -- This is an automated message from the Apache Git Service.
