### Describe the bug
We should add `try_append_with` and `try_append_byte_map` to
`StringViewArrayBuilder`. Also worth considering why we need `try_` and
panicking versions of so many methods.
### To Reproduce
In `datafusion-cli`, built at commit b5bb8f234 (#26377's head):
```sql
CREATE TABLE t AS VALUES (repeat('a', 540000000));
SELECT length(translate(column1, 'a', '😀')) FROM t;
```
```
thread 'main' panicked at datafusion/functions/src/strings.rs:545:52:
byte array offset overflow
```
### Expected behavior
Should return an error instead.
