## Which issue does this PR close? - Closes #26301 ## Rationale for this change The large match arms handling `ast::Statement` in `SqlToRel::sql_statement_to_plan_with_context_impl` are a recurring source of merge-conflicts and review burden. ## What changes are included in this PR? - Separate the dispatch of `SqlToRel::sql_statement_to_plan_with_context_impl` from validation and planning. - Improve errors for unsupported table and view option lists. - Add SQL logic tests for the modified error precedence. ## What is the testing strategy for this PR? Existing SQL tests cover the refactor. Updated SQL logic tests cover the diagnostic changes. ## Are there any user-facing changes? Yes. Table and view option lists now produce specific errors. When a statement also uses an unsupported feature such as a temporary table or materialized view, the error identifies that feature first.
