## Which issue does this PR close? Closes #7133. ## Rationale for this change Review capacity is the main bottleneck for Comet, and coding agents make it cheap to open many PRs at once. apache/datafusion and apache/airflow have capped the number of open PRs for users without write access, and the discussion on #7133 agreed to start with a limit of 3. ## What changes are included in this PR? - Enable `github.pull_requests.creation_cap` in `.asf.yaml` with `max_open_pull_requests: 3`. Committers and other users with write access are not affected. - Document the limit in the "Submitting a Pull Request" section of the development guide. Only non-draft PRs count, so converting a PR to a draft frees a slot. The text also points to one PR with one commit per part as the alternative to several simultaneous small PRs. An allowlist for regular contributors is not included, since it depends on apache/infrastructure-asfyaml#135, which is still open. ## How are these changes tested? Configuration and documentation change only. The documentation passes `prettier --check`.
