This is resolved on `main` by #5050, which merged a week after this was filed. `CometCast.canCastFromDecimal` now returns `Unsupported` for a negative-scale decimal to `TimestampType` (and to the integral types), and since the cast is codegen-dispatchable, Comet runs Spark's own cast code as a JVM batch kernel instead of the native kernel that overflowed in `10_i128.pow(scale as u32)`.
