The comment just above `creation_cap` gives review capacity as the reason
for the cap ("Setting a limit helps reviewers focus on fewer PRs at a time").
This one says the cap is meant for AI bots. The description changed after
@mbutrovich's comments, but this comment still has the old rationale. Could it
say that these contributors are exempt because of their sustained engagement,
and list the same signals as `development.md` (merged PRs, issues, reviews,
discussions)? The two lists differ right now.
