## Which issue does this PR close? - Part of https://github.com/apache/datafusion/issues/24461 ## Rationale for this change Prepare `branch-56` for the `56.0.0` release. ## What changes are included in this PR? This PR contains: 1. Version number update from `56.0.0-dev` to `56.0.0` (via `dev/update_datafusion_versions.py`, `cargo update --workspace`, and `dev/update_config_docs.sh`) 2. The generated changelog for `56.0.0` (via `dev/release/generate-changelog.py 55.0.0 branch-56 56.0.0`) 3. A small fix to `dev/release/generate-changelog.py`: it crashed with `AttributeError: 'NoneType' object has no attribute 'login'` because one commit in the range has no GitHub user linked to its author email. The script now falls back to the PR author in that case.
