@alamb can you confirm this is a bug? The cause is `align_array_dimensions` wrapping a null 1D row into `[NULL]`. Keeping it null fixes it, but also changes `array_concat([[NULL, NULL, 60]], NULL::int[])` from `[[NULL, NULL, 60], NULL]` to `[[NULL, NULL, 60]]`, which matches 1D `array_concat` and Postgres.
