**Dialect**: PostgreSQL
**Statement**
```sql
CREATE FUNCTION f(a OUT int, b INOUT text) RETURNS record AS 'x' LANGUAGE
sql;
```
**Current behavior**: `OperateFunctionArg` parsing supports the mode-first
form only, so a name followed by the mode is rejected.
**Expected AST**: `OperateFunctionArg { mode, name: Some(..) }` with the
mode after the argument name, as PG allows.
