`ALTER TYPE en SET SCHEMA other` fails with `Expected: {RENAME TO | { RENAME
| ADD } VALUE}, found: SET`, so a migration that moves a type to another schema
cannot be read.
`AlterTypeOperation` gets a `SetSchema` variant shaped like the ones of
`ALTER VIEW` and `ALTER COLLATION`.
This is the first PR of a stack that adds the rest of the [`ALTER TYPE`
grammar](https://www.postgresql.org/docs/current/sql-altertype.html), so as to
keep the PRs as small and modular as possible.
