**Statement**
```sql

```
**Current behavior**: `supports_empty_projections` only permits an empty
projection when a `FROM` clause follows, so a bare `SELECT;` is a syntax error.
PG accepts it.
**Expected AST**: `Select { projection: [], from: [] }`.
**0.63.0 anchor**: `mod.rs:15257-15262`
**pg_regress coverage**: `select (regression); PG's own grammar allows the
empty target list`
