# Rationale for this change
Decouple `ExecutionGraph` and `DistributedPlanner` were coupled together,
this change decouples them, making possible to provide a different
`DistributedPlanner` to `ExecutionGraph`.
# What changes are included in this PR?
- create trait `DistributedPlanner`
- add `DefaultDistributedPlanner` as initial implementation of
`DistributedPlanner`
