### What is the problem the feature request solves? This is a huge file, containing multiple rules, I think it can benefit from splitting it into smaller, more manageable files. It can probably also bear a general cleanup. ### Describe the potential solution There is already a rules package containing the "RewriteMergeSort" rule, I think we can add a ScanRule file, and ExecRule file, and move the relevant code to each file respectively.
