```
`EXPLAIN VERBOSE` points to `expr_simplifier.rs` where the following is
incorrectly assumed:
```rust
// If the pattern does not contain any wildcards, we can simplify the like
expression to an equality expression
```
(missing the check on `case_insensitive`)
