### Describe the bug CoalescePartitionsExec fetch is not consistent with one partition and more than one partition. In our internal project, the limit will not return right number when CoalescePartitionsExec follow up by our customer operator which is only one partition output. ### To Reproduce _No response_ ### Expected behavior CoalescePartitionsExec fetch should be consistent when the partition number changes. ### Additional context _No response_ -- This is an automated message from the Apache Git Service.
