This issue is (as written) technically complete because users can now
implement and leverage a `ListFilesCache` for partitioned tables. (Pedantically
I guess this was also true with the previous PR that was merged, but now it's
more back to parity with the previous implementation). I think you and I are
both excited about getting a default implementation for a `ListFilesCache` as
the next step. Would you prefer we close this issue and open a new one for the
cache implementation, or should we just piggy-back off this issue and the
associated epic? (I'm happy to facilitate either direction)
