Github does supply a one-time import option for public svn repos.
After creating your repo via Github, there will be instructions
displayed and an option to import a svn repo from a public url.

This happens only once; future updates will need to be done manually,
which you'll need to have git installed for.

See http://help.github.com/svn-importing
