Another possible solution for issue #6907. A replacement for the solution in PR #6970. I haven't had a chance to add a test case and exercise. Will try to update with a test, but I wanted to put this up so @ema could take a look. The current code calls validate_hdr_content_length on request headers. This logic adds that check to response headers.
