   This PR merges quic-latest branch into master.
   
   This is going to be the last huge code merge for QUIC and HTTP/3. After 
merging this, all changes for QUIC and HTTP/3 will be proposed in the same way 
as other changes, and there will be no new commits on quic-latest branch.
   
   We have tested our implementation with many other implementations at QUIC 
interop sessions, and have merged quic-latest branch into master after the 
sessions, but changes in this PR (or currently on quic-latest) didn't have 
chance to do that. Because of that, changes in this PR is not tested as much as 
previous changes, although I tested this with a few implementations. I don't 
think we should backport this to 9.x unless somebody does thorough test.
