Backports the Python environment migration from Pipenv to uv to 10.1.x. This is the second PR in the backport stack and should be reviewed/merged after #13148. Cherry-picked/backported commits: - c6d0978f1 Migrate from Pipenv to uv (#12781) - b05811ee7 Ignore uv.lock in RAT exclusions (#13066) Backport notes: - Dropped newer-only hrw4u file additions that are not present on the 10.1.x base. - Kept the 10.1.x third-party directory casing in format/pre-commit exclusions. Verification: - Exported patch stack applied cleanly to a fresh detached upstream/10.1.x worktree. - git diff --check passed for this PR range. - python3 -m py_compile passed for the touched AuTest helper files. - Full ATS build/AuTests were not run locally because this checkout is on macOS; the combined test branch was prepared for container validation. -- This is an automated message from the Apache Git Service.
