How does this change `down_server_no_requests` metric? Is this incremented during suspect state or is this relevant anymore since we never request on a down server? Also, should we change the config to say `connect_attempts_max_retries_suspect_server`? "down" is confusing now since we have this "middle phase where we're in trouble" but we're not down but our configs say down -- This is an automated message from the Apache Git Service.
