We're preparing to merge in Google Highway as a general-purpose SIMD library in #13228; one issue with relying on glibc's accelerated APIs is that many distros ship with older versions; the full AVX512-accelerated landed in glibc-2.37 (supported in EL10 and Ubuntu 24.04 LTS).
