Review Comment:
   Made the change in da6b2fb340, but the stated reason does not hold and I 
want the record straight.
   
   I built the pre-change file in the actual CI container, 
ci.trafficserver.apache.org/ats/centos:7 with devtoolset-10 (GCC 10.2.1), at 
-std=c++2a -Wall -Wextra -Werror. It compiles clean without noexcept, and so 
does the current version with it. The claim that the target will not compile is 
not what that toolchain does. It also builds on GCC 16 and clang 22.
   
   I applied it anyway because it is the more correct declaration: glibc 
declares these with __THROW, which is noexcept in C++, and this block only 
compiles under a __linux__ guard, so glibc is what it is matched against.
