Follow-up PR to address issues pointed out in https://github.com/apache/trafficserver/pull/13674 A resolver buffered its policy warning before validating the construct, and the visitor drained it only on success, so a failed construct's warning surfaced against the next one that resolved. The visitor also memoized condition resolution, which warned only at a condition's first use and hid the denial message of a bare denied condition.
