Fixes #13620 Preserve the documented default CIDR mask when either qualifier field is empty, while keeping explicit zero masks valid. Malformed fields are rejected instead of being silently interpreted as /0. The parsing is isolated in the existing header-only CIDR helper so the edge cases can be tested directly. The existing header_rewrite replay expectation is updated for the v6-only form.
