   Makes libswoc reject a CIDR prefix that is wider than its address family, 
such as `10.0.0.1/33`, `::1/129` or `127.0.0.1/256`, when it parses an 
`IPMask`, an IPv4 or IPv6 range, or a network. `IPMask` stores the width in one 
byte and did not check the parsed value, so `/256` wrapped to `/0`, and the 
range and network parsers accepted a width wider than the address. A mistyped 
prefix in any configuration that takes address ranges was therefore accepted as 
a different network, in the `/256` case every address in the family, instead of 
being rejected.
