CI needs a Fedora 45 image to exercise Traffic Server with the newer compiler, Python, and system library versions before the pipelines move to the next Fedora release. This patch carries forward the Fedora 44 tools and builds PCRE1 from verified source for older ATS branches. It uses Fedora's Asio headers for NuRaft's OpenSSL 4 compatibility and includes the zlib static archive required by the distribution's CMake targets.
