HTTP/2 flow-control pauses currently warn on every blocked send, while origin certificate reuse checks report rejected candidates as connection termination. These expected events can flood diagnostic logs and look like failed transactions. This change logs flow-control waits and certificate reuse decisions in their existing debug channels. Flow-control messages retain the peer address and connection/stream context, and certificate messages identify whether reuse is rejected or allowed.
