   Stacked on #13424 (to be rebased onto once merged).
   
   Moves hrw4u's query operations under the URL namespace, next to the existing 
`inbound.url.query.<P>` condition, and exposes `sort-destination`.

   `remove_query()` and `keep_query()` still compile, with a warning that names 
the replacement.
   
   u4wrh emits the new names, so reverse output never uses the deprecated ones. 
`sort-destination QUERY` reverses to `outbound.url.query.sort()` in 
`SEND_REQUEST` and to `inbound.url.query.sort()` elsewhere.
   
   Sandbox policies match functions by name, so a policy that denies 
`remove_query` or `keep_query` must also list the new names.
