Consistent-hash failover tests assume down parents stay unavailable while they walk the rings. Their one-second retry interval can expire on slow CI workers, allowing a previously failed parent to be selected where the tests expect a different parent. This change keeps selection time fixed during the failover checks by passing a captured timestamp through the existing findNextHop argument. The retry checks explicitly use a future timestamp so the tests still cover down parents becoming retryable.
