Since the CI tier change landed, every Github_PR_Checks build has fallen back to the full tier with "could not determine changed files". The controller's git 2.39 refuses "fetch --filter" into a repository that has no partial-clone remote configured, so every attempt to list the PR's files exited with an error. The trafficserver mirror doesn't support filtering anyway, so the filter never saved anything. This patch drops the filter from the shallow merge-ref fetch, which takes a few seconds and about 25 MB against the mirror. This patch also declares CI_TIER as a script field, which silences Jenkins' "Did you forget the def keyword?" warning about setting it from a method. 🤖 Generated with [Claude Code](https://claude.com/claude-code) -- This is an automated message from the Apache Git Service.
