The /mirror/ ATS remap loads hdr_rw_git.config, but the file existed only on the controller, so a rebuild from this repository could not recreate the remap. Add it under github-mirror/ats as the source of truth, and have install-controller.sh install it into the ATS config directory when it is missing. The installer never overwrites a live copy; ATS_CONFIG_DIR selects the directory, and an empty value skips the step.
