URL: https://github.com/apache/trafficserver/pull/13909

This patch moves the autests to Proxy Verifier v3.2.3, updating the
pinned version and its SHA1 checksum:

   https://github.com/yahoo/proxy-verifier/releases/tag/v3.2.3

verifier-server could stall on an HTTP/2 request whose END_STREAM
arrived in the part of a large TLS record that OpenSSL was still
buffering, since poll(2) does not see that data. ATS merges small DATA
frames into large records under load, so this made the
http2_flow_control autest fail intermittently in CI. v3.2.3 checks
OpenSSL's buffered data before polling, which should remove that flake.

Coming from v3.2.0, this also picks up the smaller release tarball from
v3.2.1 and the PROXY protocol v2 header length fix from v3.2.2. It
   supersedes #13836.
