CI now runs the Uranium suite as three `URTest NofM` shards instead of four `AuTest NofM` shards. Clang-Tidy now runs as its own `Clang-Tidy` check, separate from `Clang-Analyzer` (apache/trafficserver-ci#483). This updates the required status checks on master to match: * Replaces `AuTest 0of4` through `AuTest 3of4` with `URTest 0of3` through `URTest 2of3`. * Adds `Clang-Tidy`. Until this merges, master PRs wait on `AuTest` contexts that CI no longer reports. This PR is no exception, so it may need an admin merge.
