cmcfarlen opened a new pull request, #13950:
URL: https://github.com/apache/trafficserver/pull/13950

Cherry-picks for the 10.2.2 release, from the `For v10.2.2` column of the
   [ATS v10.2.x project](https://github.com/orgs/apache/projects/573).

4 commits, in master merge order:

   | # | PR | master SHA | Note |
   |---|---|---|---|
   | 1 | #13516 | `897fd107` | Fix overridable configuration testing —
*out-of-order composition* |
   | 2 | #13859 | `854af221` | cripts: Run the unit tests against the real TS
API |
   | 3 | #13945 | `9248e92a` | urtest: send @SECLEVEL to curl only when its TLS
library accepts it |
   | 4 | #13946 | `253e75e4` | urtest: expect the local strerror text for
connect timeouts |

All are `MERGED`, `base=master`, single-parent squash merges, none labeled
`Incompatible`,
none already present on 10.2.x. #13859 depends on #13516's `tsapi_objects`
library, and
both are needed so later fixes apply cleanly on 10.2.x.

   ### Adaptations

   - **#13516**: on master its `test_ConnectionTracker.cc` landed before #13666
extended it;
10.2.x already has #13666, so the file is master's composed version at
#13666 (10.2.x's
file plus #13516's server-match conversion case). The
`src/iocore/net/CMakeLists.txt`
hunk was dropped: the test is already registered on 10.2.x, and the
conflicting line
     (`test_NetHandler.cc`) is master-only.

   ### Not picked (still at `For v10.2.2`)

   - #13768 — needs #13603 (unmarshal_http_info short-header rejection)
   - #12825, #13086, #13196 — still open on master

   ### Testing

Fedora 44 container (`ci-fedora-urtest`): build clean, ctest 187/187
(including the new
   `test_api` and the reworked `test_cripts`), `traffic_server -R 1` 0 failed,
Uranium harness
unit tests 45/45. Urtests `test_tls_renegotiation*` and
`test_tls_conn_timeout` pass;
`test_tls_client_versions*` skip on Fedora's TLS stack.
