The CI Uranium test jobs configure with the ci-fedora-urtest, branch-urtest, and branch-urtest-uds presets, which leave BUILD_TESTING at its default of ON. Each job therefore compiles Catch2 and well over a hundred unit test executables, yet these jobs never run ctest and no Uranium test depends on those binaries. That is wasted build time on every PR and branch Uranium test job. This patch turns BUILD_TESTING off in those three CI presets, which should save significant Uranium test job build time. The branch-coverage preset inherits from branch-urtest but does run ctest, so this change sets BUILD_TESTING back on there explicitly.
