Closing. This PR was written by Claude Code, and it was wrong. The description claimed the difference between ncat and BSD `nc` didn't matter here. That was never checked. Before nmap commit dd4a7906d6, ncat in TCP connect mode didn't exit when the server closed the connection, and the ncat on CI evidently still behaves that way. In the failed run, the piped `nc` client exited only at 11 seconds, when `create_request.sh` finished its `sleep 11`. So `tcp-incomplete-header` failed with "Default inactivity timeout 11". A complete fix will come in a new PR. It will also drop the `telnet` dependency of `tcp-no-data`. -- This is an automated message from the Apache Git Service.
