   Fixex #12028

   ### Description
   Starting with ATS 10, the build system transitioned from Autotools to CMake.
However, `tools/package/trafficserver.spec` was still invoking `./configure`
and legacy make targets, causing RPM builds on RHEL/Rocky/Fedora systems to
fail immediately.

   This PR modernizes the RPM spec file to support CMake and ATS 10 packaging:

   * **Build & Install Stages**: Replaced legacy `%configure` and `make`
invocations with `%cmake`, `%cmake_build`, and `%cmake_install`.
   * **Dependencies**:
     * Added `cmake >= 3.20`, `ninja-build`, and `systemd-rpm-macros` to
`BuildRequires`.
     * Migrated from `pcre-devel` to `pcre2-devel` (and runtime `pcre` to
`pcre2`).
     * Removed dead dependencies (`expat-devel`, `perl-ExtUtils-MakeMaker`).
   * **Sub-packages**: Removed the legacy `%package perl` and `%files perl`
since Perl management bindings were retired in ATS 10.
   * **Systemd Unit**: Updated unit file installation to copy
`trafficserver.service` from the CMake out-of-source build directory
(`%{_vpath_builddir}/rc/trafficserver.service`) into `%{_unitdir}`.
   * **File Lists**:
     * Removed obsolete references (`tspush`, `trafficserver.pc`).
     * Updated `-devel` file list to capture all public headers installed by
CMake under `%{_includedir}`.
     * Preserved `ats:ats` directory ownership on `/etc/trafficserver`,
`/var/log/trafficserver`, `/run/trafficserver`, and `/var/cache/trafficserver`.

   ### Testing
   * Ran `rpmlint` on the updated spec file: 0 errors, 0 warnings.
   * Verified `rpmbuild` on a Rocky Linux 9 container with CMake and Ninja.
