URL: https://github.com/apache/trafficserver/pull/14000

Every transaction updates dozens of global counters from every event thread,
so those cache lines are contended under load. Event threads now add counter
increments into a thread-local table and apply them every
`proxy.config.stats.deferred_counter_interval_ms` (default 5 ms), and also just
before going idle. A counter read via `traffic_ctl` or a stats plugin can lag
by up to that interval while threads are busy. Gauges are not deferred, nor are
plugin stats created with `TSStatCreate`. Set the interval to `0` to update
counters directly.

Testing: new `test_Metrics` and `test_DeferredCounters` cases; pass on Linux
and macOS.
