Every transaction, and every `scoped_config`, took and dropped a reference on configs that all threads share, so those refcount lines are contended under load. Each event thread now holds one reference per config and drops it between events once the config is replaced. `scoped_config` reads through that pin, and `HttpSM` keeps its `HttpConfig` and `ParentConfig` alive through a lease on it. A `scoped_config` must now stay on the stack of the event handler that created it. The unused `QUICContext::config()` and `QUICNetVConnection::_quic_config`, which kept one longer, are removed. Testing: new `test_ConfigPins`; passes on Linux and macOS. -- This is an automated message from the Apache Git Service.
