The chunked flow-control Uranium tests intermittently fail on 9.2.x with "Metric proxy.process.http.tunnel.chunked_throttle was 0" even though traffic.out shows the throttle firing a dozen or more times. On 9.2.x, traffic_ctl reads metrics from traffic_manager. Traffic Server sums its per-thread raw stats every raw_stat_sync_interval_ms and pushes them to traffic_manager every remote_sync_interval_ms, both 5 seconds by default, so a metric can take 10 seconds or more to become visible. That routinely exhausts the metric_checks polling window of 2 seconds plus 10 seconds. Master and 10.x have no traffic_manager and update metrics atomically, so they are not affected. This patch sets raw_stat_sync_interval_ms to 100 ms in the default records that Uranium applies to every Traffic Server it starts, so a new metric value reaches traffic_manager with the next push, at most about 5 seconds later. The push interval keeps its default because shortening it makes records.config reloads unreliable, which breaks tests such as tls_verify4.
