A member of my team just wanted to add a colleague who was not yet a gitlab 
user.  It would appear that the add user feature only looks in the gitlab 
database, rather than the LDAP repository, at least at version 6.8 which is 
where we are.

I would be nice to have the ability to add users who are in the 
organization, but not yet in gitlab - a way to augment the network if 
nothing else. I can't say whether that should add the user to gitlab 
(probably has to) or flags them in some new unique way, but seems 
reasonable.

I can add a feature request, but first wanted to throw this at the 
community to see what people thought.
