My problem shortly can be described this way:
1. group1 with project1 in it, project1 has Merge Request feature enabled. 2. user1 is a Developer under group1 and he can see Create Merge Request button 3. group2 has no projects but has shared project1 with up to Master permissions 4. user2 is a Developer under group2 and he CAN NOT see Create Merge Request button is this a bug?
