I'd like to see a restricted mode which would be a mix of public/
private.  With a restricted mode, the application would act like a
public site, allowing registrations, view all projects, etc, but not
create new projects.  Forks of existing projects would be allowable.
If I get time this week, I'll probably dive into this, should be
pretty simple.  I'm in the process of setting up (again thanks to your
updates!) Gitorious for the pfSense project as part of our conversion
from CVS to git.  We need a restricted setup before we can make the
interface public as I have zero interest in being the project cop.

A 'project admin' role might be nice in conjunction with this so we
can delegate authority to create projects to our primary developers.
